Anyone know the breed?
Any insights regarding temperament?
Any safe way to remove stains round the eyes?

I don't know the breed at all.  I have bulldog and have had issues with tear stains in the past.  Food and allergies have a lot to do with tear staining.  There are some things on the market that Angel Eyes that's suppose to help.  I've tried it but it didn't really help for my girl.  She's been tear stain free for 3 years now and I believe truly was food related.

Here's a Maltese link that talks about tear staining for the breed.    I found this paragragh interesting as I've never hear that it could be caused by a low grade infection before.

Quote:
Most tear staining is due to a low grade systemic infection. This can cause the pH levels in the dog's bodily fluids to be "off". The pH level of the bodily fluids controls enzymes that if found in overabundance in the bodily fluids can cause the fluids to stain the hair. This systemic imbalance can be caused by simple stress or it can indicate an underlying health issue.

She's going to a canine eye specialist for her inverted eye lashes,
and will probably be having surgery. [frown]

Poor baby, it looks like she has a lot of scar tissue or build up on her lower eyelid.  They are such sweet little dogs.  When I groomed I always recommended that the owners not clip the hair under the eye as the hair will flow downward naturally. (Also wiping the eyes daily with a warm wet washcloth and eliminating allergens in the diet and home).  Once clipped it tends to curl toward the eye, causing problems unless it is clipped on a very regular basis.
Hugs and best wishes to your new fur-baby!

Cute as anything. A friend of mine has a Bichon and has the same discoloration of the hair around the eyes.
